TRANSIT VISAS

Transit visas are issued by the Consular Office (KZU) to foreign citizens or stateless persons for the purpose of transit through the territory of the Russian Federation if they are not eligible for visa-free transit.

Transit through the territory of the Russian Federation by foreign citizens and stateless persons to their destination country by any means of passenger transport is permitted upon presentation of:

  • A Russian transit visa;

  • A visa to enter a neighboring state along the route;

  • A visa to the destination country;

  • A passport of the destination country;

  • Valid tickets for departure from the Russian Federation with a confirmed departure date.

Transit visas are issued based on:

  • Valid tickets for departure from the Russian Federation or a confirmed guarantee of their purchase in Russia;

  • A valid visa to enter a neighboring state along the route, a visa to the destination country, or a passport of the destination country.

A visa to enter a neighboring state is not required for:

  • Citizens of that state;

  • Citizens of countries with visa-free entry agreements with the neighboring or destination state (this must be documented).

Visa-free transit through the territory of the Russian Federation is permitted for foreign citizens or stateless persons in the following cases:

  • They are on a direct flight through Russian airspace;

  • They are traveling on an international flight with a layover at the same airport in Russia (provided the airport has a transit zone) and have properly documented entry permits for the destination country and a confirmed ticket for departure from the Russian airport within 24 hours of arrival(except in cases of forced stops);

  • They are citizens of a state with which the Russian Federation has an international agreement on visa-free transit.


Required documents for obtaining a transit visa at the KZU:

  • A passport with a visa to the neighboring state or destination country (if required), except in cases involving a note verbale from the Ministry of Foreign Affairs of the host country for transit by officials or delegations with diplomatic or service passports, or a special directive from the Consular Department (CD) of the Russian MFA;

  • A completed and printed visa application form: https://visa.kdmid.ru (place of visa issuance: Consular Section of the Russian Embassy);

  • One passport-sized photograph (3.5x4.5 cm);

  • Copies of submitted documents;

  • Travel tickets with a confirmed departure date from Russia or a confirmed guarantee of their purchase in Russia.

Note: If a foreign citizen intends to visit Belarus and must transit through Russia, they require a Russian transit visa, even when traveling by air, as flights between Russia and Belarus are considered domestic. When boarding a flight (e.g., St. Petersburg – Minsk), the foreign citizen will need a Russian transit visa to cross the border.


VISA FEE:

Single-entry visa:

  • 104,000 RWF (processing time: 4–20 working days);

  • 208,000 RWF (processing time: 1–3 working days).

Double-entry visa:

  • 166,400 RWF (processing time: 4–20 working days);

  • 332,800 RWF (processing time: 1–3 working days).
